THEMILITARYESTABLISHMENT
Themilitaryestablishmentconsistsofthreeparts,thecavalry,www.xiaoshuodaquan.com.Thelegionaryhorsearebodiesparticularlyannexedtoeachlegion,andofadifferentkind;andontheirmodelwereorganizedthecavalrycalledOcreati,fromthelightbootstheywear.Thefleetconsistsoftwodivisions,theoneofmenofwarcalledLiburnae,www.xiaoshuodaquan.com.Theinfantryareproperforthedefenseofeminences,forthegarrisonsofcitiesandareequallyserviceableinplainandinunevenground.Thelatter,therefore,fromtheirfacilityofactingeverywhere,arecertainlythemostusefulandnecessarytroopstoastateexclusivelyoftheconsiderationoftheirbeingmaintainedatalessexpense.Theinfantryaredividedintotwocorps,thelegionsandauxiliaries,www.xiaoshuodaquan.com,fromthecareandexactnessusedinthechoiceofthesoldiers.Thenumberoflegionarytroopsinanarmyisgenerallymuchmoreconsiderablethanthatoftheauxiliaries.
DIFFERENCEBETWEENTHELEGIONSANDAUXILIARIES
TheMacedonians,theGreeksandtheDardaniansformedtheirtroopsintophalanxesofeightthousandmeneach.TheGauls,Celtiberiansandmanyotherbarbarousnationsdividedtheirarmiesintobodiesofsixthousandeach.TheRomanshavetheirlegionsusuallysixthousandstrong,sometImesmore.
Weshallnowexplainthedifferencebetweenthelegionsandtheauxiliaries.ThelatterarehiredcorpsofforeignersassembledfromdifferentpartsoftheEmpire,madeupofdifferentnumbers,withoutknowledgeofoneanotheroranytieofaffection.Eachnationhasitsownpeculiardiscipline,customsandmanneroffighting.Littlecanbeexpectedfromforcessodissimilarineveryrespect,www.xiaoshuodaquan.com,however,whenproperlytrainedanddisciplined,ofmaterialserviceandarealwaysjoinedaslighttroopswiththelegionsintheline.Andthoughthelegionsdonotplacetheirprincipaldependenceonthem,yettheylookonthemasaveryconsiderableadditiontotheirstrength.
ButthecompleteRomanlegion,initsownpeculiarcohorts,containswithinitselftheheavy-armedfoot,thatis:theprincipes,hastati,triarii,andantefignani,thelightarmedfoot,consistingoftheferentarii,archers,slingers,andbalistarii,togetherwiththelegionarycavalryincorporatedwithit.Thesebodies,allactuatedwiththesamespirit,areunitedinseparablyintheirvariousdispositionsforforming,encampingandfighting.Thusthelegioniscompactandperfectinallitspartsand,withoutanyforeignassistance,hasalwaysbeensuperiortoanyforcethatcouldbebroughtagainstit.TheRomangreatnessisaproofoftheexcellenceoftheirlegions,forwiththemtheyalwaysdefeatedwhatevernumbersoftheenemytheythoughtfit,ortheircircumstancesgavethemanopportunItytoengage.

CAUSESOFDECAYOFTHELEGION
Thenameofthelegionremainsindeedtothisdayinourarmies,butitsstrengthandsubstancearegone,sincebytheneglectofourpredecessors,honorsandpreferments,whichwereformerlytherecompensesofmeritandlongservices,weretobeattainedonlybyinterestandfavor.Careisnolongertakentoreplacethesoldiers,whoafterservingtheirfulltime,havereceivedtheirdischarges.Thevacanciescontinuallyhappeningbysickness,discharges,desertionandvariousothercasualties,ifnotsuppliedeveryyearoreveneverymonth,mustintimedisablethemostnumerousarmy.Anothercauseoftheweaknessofourlegionsisthatinthemthesoldiersfindthedutyhard,thearmsheavy,therewardsdistantandthedisciplinesevere.Toavoidtheseinconveniences,theyoungmenenlistintheauxiliaries,wheretheserviceislesslaboriousandtheyhavereasontoexpectmorespeedyrecompenses.
CatotheElder,whowasoftenConsulandalwaysvictoriousattheheadofthearmies,believedheshoulddohiscountrymoreessentialservicebywritingonmilitaryaffairs,thanbyallhisexploitsinthefield.Fortheconsequencesofbraveactionsareonlytemporary,whilewhateveriscommittedtowritingforpublicgoodisoflastingbenefit.Severalothershavefollowedhisexample,particularlyFrontinus,whoseelaborateworksonthissubjectweresowellreceivedbytheEmperorTrajan.ThesearetheauthorswhosemaximsandinstitutionsIhaveundertakentoabridgeinthemostfaithfulandconclsemanner.
Theexpenseofkeepingupgoodorbadtroopsisthesame;butitdependswhollyonYou,mostAugustEmperor,torecovertheexcellentdisciplineoftheancientsandtocorrecttheabusesoflatertimes.Thisisareformationtheadvantagesofwhichwillbeequallyfeltbyourselvesandourposterity.
